  4.     The local Pooh-Bahs of Washington share a consensus in favor
  5. of statehood for the capital. Congressional Democrats nominally
  6. support creation of "New Columbia," which would have two seats
  7. in the Senate and one in the House, all certain to be filled
  8. by Democrats. But Republican opposition and the district's
  9. propensity for comic-opera government keep statehood low on the
  10. agenda.

  12.     Congressman Ralph Regula of Ohio recently proposed an
  13. alternative: returning the city to Maryland, which donated the
  14. land 199 years ago. That idea got scant attention until
  15. Governor William Donald Schaefer surprised everyone by saying
  16. he would accept "retrocession." But black leaders such as Jesse
  17. Jackson have denounced the proposal, Schaefer has backed away,
  18. and congressional insiders say forget it. Thus, Washington is
  19. likely to remain what statehooders call the last colony for the
  20. foreseeable future.
